I have to say I don’t trust my Norfolk Terrier off-leash at all. They are curious and can wander off quickly if something catches their eye. In my experience, it’s best to keep them on a leash during walks unless in a secure area. Their small size can also make it easy for them to slip away if you’re not careful.
